A Virtual Library of Useful URLs Arranged by Dewey Decimal Classification does exactly what it says on the tin.

Take a look at the Librarian's Index to the Internet, lii.org

Some advantages:
1. SEARCHABLE - Uses Library of Congress SH. Since sites aren't books, the physical placement (Dewey) isn't as important.
2. Results are links to resources, not pages within the site itself.
3. Clearly defined selection and update policy
